The IRM experts are appointed by the EBRD Board of Directors following an open
and transparent selection process. Together they form an independent roster
of experts.
Composition
There may be up to 10 experts, but currently there are 3. Keeping the numbers
to a minimum helps to ensure that the experts become familiar with the Bank
and its policies and procedures. They will meet in London at least once each
year to discuss the operations of the Bank and the IRM.
Selection procedure
The experts are selected in accordance with the Bank's established policies
and rules on the procurement of consultant services. A selection committee
comprised of individuals from within and outside the Bank was established by
the President to make recommendations on the appointments.
Status
The experts are not Bank employees but appointees of the Board of Directors.
Experts shall not have worked for the Bank for at least two years prior to
appointment and may not work for the Bank upon the expiration of their term of
appointment. The experts are required to act impartially and independently.
The role of the experts
The experts have two key roles. Firstly, they work with the Chief Compliance
Officer to determine whether a registered complaint is eligible. Secondly, if
a complaint is found to be eligible and a Compliance Review is approved, an
expert will be appointed to undertake the Compliance Review.
