IRM experts

The IRM experts are appointed by the EBRD Board of Directors following an open and transparent selection process.  Together they form an independent roster of experts.

Composition

There may be up to 10 experts, but currently there are 3.  Keeping the numbers to a minimum helps to ensure that the experts become familiar with the Bank and its policies and procedures.  They will meet in London at least once each year to discuss the operations of the Bank and the IRM.

Selection procedure

The experts are selected in accordance with the Bank's established policies and rules on the procurement of consultant services.  A selection committee comprised of individuals from within and outside the Bank was established by the President to make recommendations on the appointments.

Status

The experts are not Bank employees but appointees of the Board of Directors.  Experts shall not have worked for the Bank for at least two years prior to appointment and may not work for the Bank upon the expiration of their term of appointment.  The experts are required to act impartially and independently.

The role of the experts

The experts have two key roles. Firstly, they work with the Chief Compliance Officer to determine whether a registered complaint is eligible. Secondly, if a complaint is found to be eligible and a Compliance Review is approved, an expert will be appointed to undertake the Compliance Review.

Current experts

Mr. Graham Cleverly
Mr. Cleverly is an independent water and environmental Consultant, based in Chester, UK. Prior to setting up his own consultancy in 1999, he was a Director with Parkman Limited in Liverpool and was responsible for the company’s water and wastewater activities in the UK and subsequently, responsible for these activities in Eastern and Central Europe. He has experience of Environmental Impact Assessment in the UK and his current/ recent activities include audit and compliance work as a technical assessor for the Drinking Water Inspectorate in England and Wales, water regulatory work in the Philippines audit work in Mozambique and ongoing water and solid waste regulatory work in Kosovo. He lived in Lithuania during 1995/6 and has worked on water and environmental assignments in a number of the Bank’s countries of operation including the Balkans, the Baltic region, Czech Republic, Hungary, Russia, Poland, Romania, Bulgaria and the Slovak Republic since 1994 to the present. He achieved a Masters Degree (Distinction) in Water, Energy and the Environment in 2006.

Dr. Ayse Kudat
Dr. Kudat is president of Social Assessment, LLC (USA) and of the Development Mobilization Unit of Deba Holdings (Turkey). She is a founder and board member of a Turkish NGO specializing in social safeguard policies. She was formerly a manager of social development in the World Bank and held senior positions in several United Nations organizations including as coordinator of the 1985 UN World Conference on Women. Dr. Kudat holds degrees from the METU, Oxford and MIT and has a Ph.D from Harvard. She has extensive academic experience, taught as a professor of social sciences, served as a director in the Berlin Science Center and published numerous books and articles.

Dr. Owen McIntyre
Dr. McIntyre is an academic lawyer with extensive experience and knowledge of environmental policy and regulation at the national, EU and international levels. He is currently a Lecturer in Law / Director of Environmental Law Programmes and Research at University College Cork, National University of Ireland. He is a graduate of the National University of Ireland (BA 1988; LLB 1990) and of the University of Manchester (PhD 2005) and has lectured in the UK between 1991 and 1998, latterly at the University of Manchester. He has also served as the Parliamentary and Law Reform Officer of the Law Society of Ireland from 1998 to 2000. He has published extensively in all areas of environmental law, in particular in relation to emerging principles of environmental law and environmental liability, and serves on the editorial boards of a number of Irish and International journals. He has worked in several of the Bank's countries of operation as a legal consultant, including the Czech Republic, Hungary, Kyrgyz Republic, Latvia, Poland, Russia, Serbia and Montenegro, the Slovak Republic and Turkmenistan. In 2005, he was awarded his Ph.D. in the area of Public International Environmental Law, specifically on the Environmental Protection of International Rivers under International Law.
