Many messages, postcards and letters from the public about the Sakhalin II phase 2 oil and gas project have been sent to the EBRD. Since the beginning of 2004, we have received 19,956 postcards, emails, letters and petitions from NGOs and individuals.

In November and December 2006, the President received 41 messages from individuals

Since March 2006 we received 151 letters from members of the German NGO, The Society for Threatened Peoples, based in Leipzig.

Wild Salmon Center correspondence

The President has received a letter from the US-based Wild Salmon Center.

Letter from Russian Member of Parliament

The President and Board of Directors received a letter from Mr Ivan Zhdakayev, Deputy Chair of the Committee on Energy, Transportation and Communication at the State Duma of the Russian Federation.

Standard letter from supporters of the Sakhalin NGO Campaign

We have received over 100 letters and emails with the same core message regarding EBRD's involvement in the Sakhalin project and the President has individually written to all those who requested a response.

Invitation from the residents of Sakhalin Island

The President received an invitation, signed by 283 residents, to visit the Island of Sakhalin.

Postcards from supporters of Friends of the Earth

The President has received 7,501 postcards from supporters of Friends of the Earth, each with the same message.

Letters from individuals

The President has also received 174 letters from individuals, the majority of them from the United States. Most of the letters had the same text with 4 bullet points of recommendations addressed to Philip Merrill (Chairman, Export-Import Bank of the US) and cc. to the EBRD’s President Jean Lemierre: (i) alter its off-shore platform; (ii) build elevated bridges; (iii) build onshore pipelines; (iv) accept full financial liability.

Emails from NGOs and individuals

The President has received 702 emails from NGOs and individuals, mainly from the UK and the Russian Federation.

Petition (appeal) from residents of Sakhalin Island (29 Apr 06)

The appeal, signed by 10,530 people, was sent to the Board Directors of the Bank and copied to President Lemierre. The residents of Sakhalin expressed concerns related to the negative environmental and social impacts of the project. In addition the petition also mentions violations of environmental legislation and EBRD policy. They call on EBRD's Board of Directors to refuse funding for the project.

The appeal, signed by 108 people, was sent to the Board Directors of the Bank and copied to President Lemierre. The Korsakov residents expressed concerns about the negative environmental and social impact of the project on the island and demanded that the EBRD Board of Directors deny approval of funding for the Sakhalin II project

Petition (appeal) to President Lemierre by students from Sakhalin Region (24 Aug 05)

The students’ appeal, signed by 259 people, expressed serious concerns about the dredging and the dumping of soil in the Aniva Bay during the construction of berths in the context of Sakhalin II project.
