THIS NOTICE IS AMENDED IN RESPECT OF THE DETAILS OF SUBMISSION REQUIREMENTS
Assignment Description: The City of Batumi (the “City”) intends to engage a Consultant to assist it in agreeing a Public Service Contract (PSC) with Batumis Avtotransporti, the Batumi Bus Company (the “Company”) and a regulatory framework for the minibus sector. The main tasks of the assignment are to:
• Advise on the regulatory and organisational framework for public transport in Batumi;
• Design an on-going route-tendering regime for the private minibuses that encourages competition, while enabling the City to enforce acceptable health and safety, and environmental standards;
• Assist with the finalisation and signing of a Public Service Contract between the City and the Company; and,
• Advise on the future role of the different transport modes in Batumi.
Assignment Start Date and Duration: It is anticipated that the assignment will start in September 2008 and will take approximately 8 months.
Maximum Budget available for the Assignment: EUR 100,000; Exclusive of VAT.
The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such determination in the Financial Proposal. If any indirect taxes/VAT are payable, the Client (the Executing Agency) will have to pay indirect taxes/VAT element to the services directly to the consultant unless otherwise agreed.
Funding Source: The EBRD Early Transition Countries (the “ETC”) Fund
Eligibility: There are no eligibility restrictions.
Consultant Profile: Corporate services are required.
The Consultant should be a firm or a consortium of firms that can demonstrate substantive experience and knowledge in public transport institutional and regulatory frameworks; public transport planning and financial analysis; Public Service Contracts; Procurement; and Georgian legislation.
Status: Interested firms are hereby invited to submit expressions of interest.
In order to determine the capability and experience of consulting firms seeking to be shortlisted, the information submitted should include the following:
• company profile, organisation and staffing;
• details of experience or similar assignments undertaken in the previous five years, including their locations;
• CVs of staff who could be available to work on the assignment.
The above information should not exceed 10 pages excluding CVs.
One original and 3 copies of the above information in English and 3 copies in Russian should be submitted to the Executing Agency in an envelope marked “Expression of Interest for Regulatory Framework for Batumi Public Transport", to reach the Executing Agency not later than 16:00 hrs on 4 July 2008. Alternatively, respondents may submit their expressions of interest by email by the same closing date and time.
