The City of Kyiv, Ukraine has requested a loan of EUR 30 million from the European Bank of Reconstruction and Development and intends using the proceeds to finance traffic management improvements. The proposed project, which has a total estimated cost of about EUR 37 million, will be implemented for the supply and installation of various traffic management system elements by the City’s municipal traffic agency Kyiv Dorservice, that contribute to the creation of the City’s new integrated traffic management system under development.
Kyiv Dorservice is expected to require the procurement of the following goods and services:
• Supply, installation and maintenance of traffic management equipment systems, such as overhead roadway gantries, automated traffic and speed enforcement, accident monitoring, urban traffic control interconnectivity, variable message signage, CCTV, and fibre optic cabling.
• Technical assistance in design, procurement and implementation of the various traffic management elements.
Prequalification of tenderers, if any, for the above contracts is expected to begin in the first quarter 2009, while tendering is expected to start in the second quarter of 2009.
Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
