INVITATION FOR TENDERS
POWER DISTRIBUTION RECONSTRUCTION PROJECT

1. This Invitation for Tenders follows the General Procurement Notice for this project that was published on EBRD website dated 11 November 2005, lastly updated on 21. July 2008.

2. ELEKTROPRIVREDA REPUBLIKE SRPSKE hereinafter referred to as the Purchaser, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Procurement of Goods and associated Services for Measuring Equipment for one of their distribution companies ELEKTROKRAJINA – Banja Luka.

3. Purchaser now invites sealed tenders from Suppliers for the following Contract to be funded from part of proceeds of the loan:

Procurement of Goods and Associated Services for ElektroKrajina a.d. – Banja Luka:
Stationary and Portable Electrical Meters Test Equipment and Power System Analysing Equipment (Lot N°1), and Geodetic Equipment and Office Stationery Goods (large size colour scanners, colour plotters and multifunction machines) (Lot N°2)

Tenders are invited for one or both lots. Each lot must be priced separately. No discount will be considered for multiple lot submissions.

Two Lots subject of this Tender have following scope of supply:

Lot1: Automatic Electrical Meter Test Station
         Portable Working Station for testing of Electrical Meters in the field
         Power Quality Analyser
         Power Harmonic Analyser
        Single phase voltage quality recorder
        Earth/Ground Resistance Clamp Tester
        and Training of Purchaser’s personnel

Lot 2: Geodetic Portable Station (GPS)
         Main Survey Station (MSS)
        Handheld GPS
        Large Format (A0) Colour Scanner
        Multifunction Machine
        Large Format (A0) Colour Plotter
        and Training of Purchaser’s personnel

Tenders for each Lot must be complete. Partial tenders will not be considered and will be rejected as non-responsive.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country.

The Purchaser will determine to its satisfaction that the Tenderer selected as having submitted lowest evaluated responsive Tender is qualified to perform the contract satisfactorily. The determination will take into account the tenderer’s financial, technical and production capabilities and experience.
The criteria to be used in the tender evaluation are:
- Mandatory compliance with technical requirements requested by the Purchaser
- The lowest offered tender price

a) Tender documents may be obtained from the office at the address below, starting from August 08, 2008 upon payment of a non-refundable fee of 300,00 (three hundred) EUR or equivalent in a convertible currency. Payment may be done by bank transfer to the Volks Bank AD, Banja Luka, RS/BiH; SWIFT VBBLBA22 on the account EUR 9909011 on the account of ELEKTROPRIVREDA OF REPUBLIC OF SRPSKA, Trebinje; Account No. BA 395674440000006503, through LHB INTERNATIONAL HANDELSBANK AG, Frankfurt/Main Germany, Swift LHBIDEFF, with note: For Elektroprivreda RS, with identification of purpose: Purchase of Tender Documents No. ERS-P4-03-B/08.

b) For payment within Bosnia and Herzegovina, in KM, equivalent to EUR 300,00, by bank transfer to the Volks Bank AD, Banja Luka filijala Trebinje on the account of ELEKTROPRIVREDA OF REPUBLIC OF SRPSKA, Trebinje Acc No. 567-443-10000445-42, with note: For Elektroprivreda RS, with identification of purpose: Purchase of Tender Documents No. ERS-P4-03-B/08.

Upon request, the documents will be promptly dispatched by courier, but no liability can be accepted for loss or late delivery.
All tenders must be accompanied by a tender security of 5’000(five thousand) EUR per each individual lot.
Tenders must be delivered to the office at the address below on or before October 07, 2008 on or before (but not later than) 13:00, local time, at which time they will be opened in the presence of those tenderers, representatives who choose to attend.
