Project description
and objectives:

The proposed project consists of the construction of a new 300 MWe Combined Cycle Gas Turbine (“CCGT”) power plant located within the existing Alchevsk Iron & Steel Works facility (“AMK”). This plant will consist of two units, each comprising of a gas turbine, heat recovery and steam generators, steam turbine and electricity generators. The new CCGT plant will be located within the existing steel plant and, after the planned wider modernization of the steel plant, will utilise process off-gases from the coke ovens, converters, and blast furnaces. Natural gas will not be required for routine operation of the CCGT plant. The plant will utilize waste gases, which otherwise would have to be flared, thereby reducing the environmental impact of the plant. The construction of the CCGT is to be initiated in 2007 and is expected to be completed in 2009. The CCGT will be designed to meet all Ukrainian and EU environmental standards, inclusive of European Union Integrated Pollution, Prevention and Control (“IPPC”) and Large Combustion Plant Directive (“LCDP”) requirements. It should be noted that the CCGT development is just one element of a major wide ranging environmental improvement programme access the steelworks site as a whole, partially funded by among other the International Finance Corporation (“IFC”). The intention of these improvements is to provide significant environmental benefits, particularly with respect to air quality.
