  • Agribusiness operations  (1Mb) - June 2008
    This study looks at the EBRD's policies in the agribusiness sector and makes a number of recommendations towards the formulation of a new and improved sector operations strategy. Combining careful analyses of performance ratings across countries and agribusiness sectors with case studies and lessons learned, the study provides a comprehensive review of the EBRD's rationale and operations and puts forward a sound premise for the Bank's future engagements in this sector.

  • Restructuring of a former state-owned businesss  (0.1Mb) - May 2008
    This assesses an equity investment that was intended to support the privatisation and restructuring of a former state-owned business.  The project ran into difficulties and had to be placed under corporate recovery.  

  • Municipal infrastructure rehabilitation  (0.1Mb) - May 2008
    This examines a project that tackled urgent reconstruction needs in municipal water supply and wastewater treatment/sewage systems.  The EBRD saw this project as not only restoring and improving vital infrastructure but also promotong national sector reform.  Due to a change in government these objectives were only partly achieved, but the project as a whole provides an interesting case study for the future in similarly volatile political climates.

  • Framework of credit lines  (0.1Mb) - May 2008
    This focuses on a framework of credit lines that are disbursed to local commercial banks for on-lending to micro and small enterprises.  Devised in a challenging environment, the facility nonetheless successfully supported the acquisition of skills among banks and improved corporate governance while providing for local entrepreneurs.  Issues highlighted include the creation of a credit registry and the handling of IT support and software after graduation from technical assistance.

  • Restructuring of the electricity sector  (0.1Mb) - May 2008
    This report examines a project that formed part of the restructuring of a country's electricity sector.  Aiming to facilitate market liberalisaton, privatisation and competition, this restructuring was halted by a change in government.  The report demonstrates how crucial objectives were successfully achieved and suggests a number of useful methods in dealing with government interventations, regulators and the privatisation process.

  • Cement production facility  (0.1Mb) - April 2008
    An investment in a cement production facility.  The recently privatised plant successfully employed Bank financing to establish itself as the market leader.  The review demonstrates a number of improvements that could have turned the investment into an outstanding example.  

  • Privately owned commercial bank  (0.1Mb) - April 2008
    This review looks at the EBRD's engagement with a leading privately owned commercial bank that resulted from the merger of two smaller institutions.  The review highlights issues around mergers, the A/B loan structure and sound banking principles.

  • Equity investment and institutional reform  (0.1Mb) - April 2008
    This provides a summary of an equity investment and institutional reform programme that led to the privatisation of a state-controlled bank.

  • Energy efficiency and renewable energy credit line and residential energy efficiency credit line  (0.3Mb) - April 2008
    This report reviews a TC operation that innovatively combines energy sector restructuring with promoting energy efficiency and renewable energy.  Involving participating banks and consultants, the TC proved successful in showing the benefits of rational energy use and building expertise among particpating banks.  Key issues concern the use of marketing services, the provison of timely information to the client and the preventation of fraud and corruption.

  • PCR Assessment report  (0.8Mb) - April 2008
    A sample of project completion reports (PCR) prepared by banking for TC operations.  The rationale for these assessments is two fold (i) accountability aspects as an external obligation concerning transparency and information and, (ii) quality management aspects as an internal obligation by retrieving lessons learned from past experience for dissemination and feed-back to benefit future TC activities. The results and lessons learned are presented, together with an overview of lessons learned from TC evaluations conducted over the previous five years.

  • Azerbaijan power sector  (0.2Mb) - March 2008
    This TC operation, which focused on the modernisation of the country's power sector, proved particularly challenging due to the lack of transparency, accountability and corporate governance in the state-controlled power sector.  

  • Railway development  (0.1Mb) - February 2008
    This provides a concise overview of an operation concerned with assisting the corporatisation of a state-administered railway system.  It offers a critical review of objectives and their respective successes and failure.

  • The Surgut municipal services development programme  (0.3Mb) - February 2008
    This report pertains to three TC operations which were designed to support the Surgut Invesment Project.  The rationale of the project was to substantially imporve the provision of municipal water and district heating services in terms of increased operational safety, reliability and efficiency.

  • Port authority  (0.3Mb) - February 2008
    Assessment of a TC operation concerned with assisting a port authority to improve and develop a port and the surrounding area. The report highlights both the successful and the less successful activities.
