Special studies


EvD carries out special studies on Bank programmes, sectors and countries. The purpose of these studies is to identify broad lessons which can assist with the development of new strategies or policies.

  • 2003 Environmental Policy Review:  Achieving the Bank's environmental mandate through direct investments  (0.6Mb) - January 2008

     (0.1Mb)This report looks at the effectiveness and efficiency of the implementation of the Bank's 2003 Environmental Policy, through direct investments, between 2003 - 2006.
    Taken together with EvD's companion study on the Financial Intermediaries sector, these two reports comprise EvD's contribution to the drafting of a new Environmental Policy.

  • Financial sector operations policy  (1.3Mb) - September 2007
    This study examines the EBRD's financial sector operations policies and financial sector performance.  Assessing a wealth of material, this provides a thorough and critical review of the EBRD's activities in the financial sector, including bank lending, equity funds and TC operations.  The study concludes with policy recommendations to enhance the effectiveness of future EBRD interventions in the financial sector.

  • PCR assessment report  (0.9Mb) - May 2007
    A sample of project completion reports (PCR) prepared by banking for TC operations.  The rationale for these assessments is two fold (i) accountability aspects as an external obligation concerning transparency and information and, (ii) quality management aspects as an internal obligation by retrieving lessons learned from past experience for dissemination and feed-back to benefit future TC activities. The results and lessons learned are presented, together with an overview of lessons learned from TC evaluations conducted over the previous five years.

  • Post-privatisation funds  (0.2Mb) - March 2007
    This study examines the general use and value of these funds and analyses the performance of six such funds in detail.  In outlining the PPF's work programmes and assessing their performance along different indicators, this study finds a number of useful insights and recommendations applicable to private equity operations in general.

  • Achieving the Bank's Environmental Mandate Through Financial Intermediaries  (0.9Mb) - February 2007
    The report looks at the effectiveness of the financial intermediaries in implementing the Bank's policies and procedures and how the sub-projects have improved environmental quality in line with the Bank's requirements.

  • Property Sector Policies - September 2006
     (0.9Mb) The study focuses on the objectives set out in the Property Sector Policies, how relevant the projects have been to those objectives, and the efficacy, efficiency and the transition impact of the projects.  The Study makes several recommendations for consideration for its future work in this sector.

  • Telecommunications, informatics and media sector policies from 1992 to 2005  (1.5Mb) - July 2006
    An evaluation that considers all telecom projects and TC operations signed between 1991 and 2005, rating the overall sector performance in terms of relevance, efficacy, efficiency and integrated impact at sector level.

  • Assessment of TC project completion reports  (0.4Mb)July 2006
    A selection of 20 TC operations were subject to short desk studies. The aggregate results and lessons learned from the operations are presented here, together with an overview of lessons learned from TC evaluations conducted over the previous five years.

  • Regional Venture Funds Programme  (0.1Mb) - May 2006
    A special study evaluating the Bank's investment in 11 new private equity funds with the ultimate aim of attracting further capital from private investors.

  • Mongolia Co-operation Fund  (0.6Mb)
    Set up in 2001 in preparation of Mongolia becoming a new country of operation and supported by four existing bank member countries, provided financing for technical cooperation operations in various fields.

  • Country Strategy Evaluation for Azerbaijan  (0.5Mb) - August 2005
    Reviews five Bank country strategies, 1993-2004, assessing the relevance of the implementation, the impact on transition towards the market economy, and makes recommendations for future strategies.

  • Power Sector Review  (6.7Mb)
    This review is an evaluation of the EBRD’s past performance in the power sector, carried out by the Bank’s independent Project Evaluation Department (PED). The EBRD’s Energy Policies of 1992, 1995, and 2000, and the power sector projects evaluated to date, form the basis of this review. 

  • Delivery Mechanisms for MSME Financing  (0.9Mb)
    This special study outlines the development of the Bank's approach to the MSME sector in the transiton and derives key generic lessons from PED evaluations of MSME operations.

  • Country Strategy Evaluation for Croatia  (0.8Mb)
    Review of five country strategies 1993-2003. Assesses the relevance, efficacy and impact of the Bank's strategies over the medium and long term and relationship with other IFIs. The report includes performance ratings and recommendations for future strategies.

  • Warehouse Receipt Programme/Agricultural Commodities Financing Programme  (1.3Mb) - November 2004
    A special study evaluating the Bank's programmes in different countries of operations to move legal transition and institution building forward through the development of advanced agricultural commodities financing instruments and processes.

  • Extractive Industries  (3.3Mb) - July 2004
    This study covers EBRD's past performance in Extractive industries. It is based on the Natural Resources Operations Policy of 1999. The management response is included in Appendix G. A timetable for the preparation of the new Energy Policy is available in Annex 1.

  • Energy efficiency  (0.3Mb) - February 2002
    Covers the Bank's performance to enhance energy efficiency in projects and in other activities. The study identifies the Bank's impact in the region and aims to improve future performance.

  • Environmental performance  (0.3Mb) - May 2001
    Covers a sample of projects and other activities of the EBRD in environmentally important areas from 1991-2001. It aims to identify the Bank's environmental impact in the region and help to improve its future environmental performance.

  • EBRD's Investment in Equity Funds  (1.8Mb) - October 2002
    EBRD is the leading fund investor in the region.  This study addresses transition impact and sustainability.

  • Russia Small Business Fund  (1.3Mb) - July 2003
    Identifies key issues and puts forward recommendations aimed at helping the programme achieve its intended objectives and maximise transition impact.

  • Trade Facilitation Programme  (1.5Mb) - June 2003
    Confirms the success and the positive transition impact of the Trade Facilitation Programme network, and recommends improvements.

  • TurnAround Management Programme  (2.6Mb) - April 2004
    A highly successful, fully-granted advisory facility by the Bank.

  • Country Strategy Evaluation for the Slovak Republic  (0.7Mb) - June 2004
    This report reviews four country strategies that were issued for the Slovak Republic in the period 1994-1993.
