Project description
and objectives:

Civil works, equipment and technical assistance to Port of Baku.

The project aims to: (i) improve structures and equipment at the Port’s ferry terminal; (ii) restructure organisation of the port; and (iii) review tariff structures.

Transition impact:

Assist the port to become autonomous and profitable. Trade facilitation will be improved by increasing the efficiency of the port and Caspian Shipping Company and reviewing legal and regulatory networks.

The client:

Port of Baku.

EBRD finance:

EBRD loan of EUR 16.2 million. The loan has a sovereign guarantee.

Total project cost:

EUR 20 million

Environmental impact:

This project was screened as B/0, requiring an analysis of environmental impacts associated with the proposed development. The physical part of the project would consist of two components:

(i) improvements to the ferry terminal, and

(ii) improvements to the general and bulk cargo piers as well as the provision of new equipment to facilitate container handling.

An environmental analysis was carried out on the general and bulk cargo pier component of the project as part of an overall technical assistance project funded by EC Tacis. That analysis was based on a scoping meeting held in Baku in September 1996 at which a Bank environmental specialist participated. The environmental analysis has been submitted to the EBRD and is currently being reviewed.

The environmental analysis of the ferry terminal component of the project will be completed and submitted to the EBRD prior to approval of the loan by the Bank.

Technical
cooperation:

Technical cooperation funding is proposed for: (i) engineering design and supervision; (ii) accounting systems and business planning; and (iii) operational support, including procurement and supervision of works.
