Kharkiv Solid Waste Management Project [Environmental Impact Assessment]

Project description
and objectives:

The project involves the creation of a new waste management company, the establishment of a landfill in line with EU standards,the closure and rehabilitation of the existing dump site, the improvement of waste collection, restructuring of the system for contracting of waste management services, tariff reform, and private sector involvement.

The project aims to:

Establish a new framework for contracting and paying for waste management services.

  • establish a new sanitary landfill according to EU standards;
  • establish a number of transfer stations and purchase and operate a number of high-capacity waste transportation trucks;
  • close the existing landfill;
  • involve the private sector in the management of the facilities; and
  • restructure/privatise waste collection in order to improve efficiency and service levels.

Transition impact:

The project would have an impact on the transition through corporatisation, private sector involvement and tariff reform.

The client:

Kharkiv Waste Management Company (KWMC) is a special-purpose company to be established by the city of Kharkiv. It will be responsible for solid waste management in the city. KWMC will enter into a management contract with an international waste management operator that is to be identified.

EBRD finance:

Loan of €23 million.

Total project cost:

€36.6 million.

Environmental impact:

The project has been screened A/1, requiring an environmental impact assessment (EIA) of a planned new sanitary landfill, an environmental audit of the existing and currently used landfill facility and an environmental analysis of transfer stations. This EIA will be carried out by independent international consultants. The project will comply with the Bank’s information disclosure requirements for "A" screened projects.

An environmental audit will identify past and present environmental, health and safety risks and liabilities associated with current practices of municipal solid waste (MSW) disposal at the existing landfill site. An environmental analysis will identify potential environmental impact, health and safety risks and liabilities associated with future MSW transfer stations.

There is an Environmental Impact Assesment available for this project.
