Proposed emergency civil works for repair of the Ostankino TV tower in Moscow, including purchase and installation of high-speed passenger and cargo lifts, as well as associated repair works.
Subject to transition-related conditionalities (see below), the project would focus on immediate investments that are required for the restoration of the tower following a fire in August 2000. These will include acquisition and installation of high-speed passenger and cargo lifts, as well as the related civil works.

Transition impact would include:
Promotion and strengthening of level playing field conditions in the broadcasting sector: Adoption of appropriate measures, possibly including changes in ownership structure, to secure open and equal access to the tower, taking account of available capacity, will enable all qualified (i.e. duly licensed) paying users to achieve desired signal coverage. Development of an equitable system of tariff regulation will further ensure that all users, private or public, pay equally for services rendered.
Improved governance: Introduction of international accounting standards (IAS) will promote transparency and fiscal accountability.

Environmental impact:
|
The Ostankino tower is an existing structure and its renovation should not have a material effect on the environmental planning requirements. There may, however, be a range of environmental, health and safety issues associated with the reconstruction and refurbishment, which will be addressed in the due diligence.
