The EBRD proposes to construct 600 km of new sewer network in Rybnik to improve the connection to a newly-opened waste-water treatment plant.
The principal objective is to increase sewer network coverage in Rybnik to comply with the EU Urban Waste-Water Directive, and the Framework Water Directive concerning sewer connection rates. The secondary objective is to assist in the improvement of PWiK’s financial and operational performance through the preparation and implementation of a corporate development plan.

(i) Demonstration effect of lending to a utility in a medium-sized Polish city with a partial municipal guarantee; this would consolidate the impact of earlier projects in Bydgoszcz and Krakow, with the additional feature of a possible future phase out of the city guarantee. (ii) Contribution to institutions and policies that promote market functioning and efficiency through improved contractual relationships between the city and PWiK, cost-recovery based tariff policy, and EBRD financial and operational performance covenants on the city and PWiK.

The EBRD intends to provide senior loans totalling €16.7 million to PWiK. The European Union's (EU) Instrument for Structural Policies for Pre-Accession (ISPA) has approved a grant of 71.3 million to co-finance the project. It is expected that additional co-financing will be provided by National and Regional Funds for Environmental Protection.

The project has been classified as B/0, requiring an environmental analysis of the proposed development programme. When implemented, the investments will bring significant environmental and public health and safety benefits to the population of Rybnik and contribute to reducing public health hazards and pollution of the rivers Nacyn, Ruda and Vistula as well as the Baltic Sea. The project will be structured to comply with Polish and EU environmental standards.
Based on the findings of the environmental analyses, appropriate monitoring arrangements will be agreed with the city and incorporated in the legal agreement governing the operation. These are likely to include:
- Imposing good working practices on all contractors to minimise excessive noise, dust and air emissions and to keep the sites clean during construction works.
- Setting up monitoring system to check that all components will meet Polish and EU environmental standards.

Bank financing from call-offs from existing Municipal and Environmental Infrastructure (MEI) framework contracts was provided to support an operational and financial review. A corporate development plan is expected to be financed by ISPA funds
