Project description
and objectives:

The project consists of a series of investments aiming at enhancing the safety of commercial aviation in FYR Macedonia and in developing civil aviation in general. Project objectives:  (i) enhancing the safety of flights over Macedonia, (ii) coping with the expected increase of traffic over the medium-term, (iii) keeping the second main airport of FYR Macedonia (Ohrid, in a tourism area) in operation and (iv) providing general support to the development of civil aviation and institutional reform.

Transition impact:

The project will support the transition of the CAA towards a separate corporate entity and will encourage the clear separation of service provision from regulatory functions.

The client:

The Civil Aviation Administration (CAA) is a financially independent part of the Ministry of Transport of FYR Macedonia, responsible for the provision of air navigation services and for the general development of civil aviation.

EBRD finance:

€11.2 million loan sovereign loan.

Total project cost:

€11.2 million.

Environmental impact:

The project was screened B/0 requiring an environmental analysis.

An independent environmental consultant carried environmental analysis for siting and assessment of potential impacts of mono-pulse secondary surveillance radar (MSSR) as well as potential environmental impacts of Ohrid Airport rehabilitation. A team of experts including Eurocontrol and the Bank's independent air navigation system expert identified 7 potential sites for a location for MSSR. Based on 8 criteria, the location of Turtel on Plackovica mountain was selected as the optimal one. The experts confirmed that this MSSR facility did not present significant health and environmental hazard.

Due to the great sensitivity of the Lake Ohrid (under UNESCO protection), direct discharging of run-offs from the airport runway into the lake will be prevented.

Technical
cooperation:

TC funds will be allocated to assist the project procurement and implementation and to support the planned institutional reform and in particular the transformation of part of the CAA into a corporate entity.
