EBRD loan to Russia's No. 1 zinc smelter to boost environment [Press Release]

Project description
and objectives:

Proposed renovation of the existing zinc smelter and construction of a mercury recovery plant. The facilities would comply with Russian and international environmental standards and produce LME quality zinc (special high grade).

Key objectives of the programme will be:

  • to bring the smelter’s operations in line with relevant environmental standards.
  • renovate the front end of the plant (Waelz plant and the sulphuric acid plant) thus removing bottle necks and significantly improving environmental performance.
  • to refine zinc to the level of purity required by the London Metal exchange Standards.
  • The EBRD previously financed the renovation of the melting and casting, electrolysis and purification sections of the plant.

Transition impact:

The Bank’s support for a well-managed and dynamic company which has been undergoing successful restructuring will have a strong transition impact including improved environment management practices. This project will further promote the transfer of know how and technology to the company.

The client:

Chelyabinsk Zinc Plant, the largest zinc smelter in Russia, majority owned by Vitol, a major international oil trading and refining group.

EBRD finance:

A US$ 12 million long term loan (€12.3 million equivalent).

Total project cost:

Total future investment programme amounts to US$ 25 million (€25.6 million equivalent).

Environmental impact:

The project was screened B/1. As part of the Bank’s original investment, substantial environmental due diligence was conducted on the Company and an Environmental Action Plan (EAP) is being implemented. The old electrolysis plant, which was a source of serious environmental and health and safety concern, has been closed down permanently after the start up of the new electrolysis plant. The Annual Environmental Reports provide sufficient information on the compliance status and of the progress in the implementation of the EAP. The new electrolysis plant complies with EU standards. The proceeds of the new loan will contribute to the completion of the EAP, which has the objectives of making all process units comply with EU standards by 2005:

  • Construction of a mercury recovery plant;
  • Completion of the double contact sulphuric acid plant;
  • A complete renovation of the Waelz kiln.
