Project description
and objectives:

The proposed project will comprise two separate loans to the respective Companies: one loan of EUR 60 million would be extended to Kiev PasTrans a public transport company wholly-owned by the City of Kiev and responsible for the provision of bus, trolleybus and tram services. The other loan of EUR 40 million would be extended to Kyivsky Metropoliten, which is responsible for Kiev metro. 

The proposed project will focus on financing new rolling stock (buses, trolleybuses and metro cars) and spare parts for the municipal Companies. The project will constitute a first step of a long-term capital investment programme of the companies improving their efficiency and reducing their operation and maintenance costs. The project will further contribute to the institutional strengthening of the companies and the city in respect of procurement, corporatisation, environmental standards and enhancement of creditworthiness.

 

Transition impact:

Transition impact is expected to be achieved through commercialisation of municipal companies by developing regulatory framework, introducing business planning, Public Service Contracts, transparency in route tendering, procurement practices, and improved quality of service delivery, as well as of operations and maintenance.

Total project cost:

Around EUR 120 million.

Environmental impact:

Screened B/1. The purchase of new buses, trolleybuses, trams and metro cars is associated with negligible adverse environmental impacts and is expected to result in significant environmental benefits. The modernisation of the bus, trolleybus and metro fleet will help improve public passenger transport as well as the air quality in Kiev. The tender specifications will address air emission and fuel efficiency requirements in line with Ukrainian standards. EU's voluntary environmental standards for urban buses and trolleybuses will be used as a reference to ensure that the new buses and trolleybuses make use of best available technology taking into consideration the quality of fuel available. It is expected that the new buses will be of at least EURO 2 standard.

An environmental analysis to quantify the environmental benefits of the project and a corporate environmental review of the companies will be undertaken. An Environmental Action Plan (”EAP”) will also be prepared to address any corrective measures the companies need to take to achieve a sound environmental performance. The environmental investigations will also contribute to developing sustainable public transport systems in line with good international practice.

This section will be updated upon the completion of the environmental due diligence.

 

Technical
cooperation:

Pre-signing

  • Technical, economical and environmental due diligence to identify the most suitable investments, necessary rationalisations and environmental analysis.

  • Legal due diligence and preparation of the Public Service Contract in accordance to the Ukrainian legislation and transition objectives.

  • IFRS Audits of the Companies.

  • Procurement training by a qualified consultant, providing initial training to the local Project Implementation Unit (the “PIU”) on procurement and implementation procedures in accordance to the EBRD Procurement Rules & Recommendations ("PR&R").

Post-signing

  • Implementation support from a qualified consultant at supporting the Companies with tender documents and arrange the tender with prequalification to ensure smooth procurement of the rolling stock in accordance to the EBRD Procurement Rules & Recommendations ("PR&R").

  • Corporate Development Programme for the Companies, including services to improve legal organisation, business plans (focussing on efficiency measures and operating cost savings), marketing plans, Information Management Systems, Human Resources Management.

  • Advisory Services to the City to update/refine its Transport Strategy, including public transport organisation and investment, parking, traffic management (including computer-controlled signals) - and implementation of public transport regulatory framework in Kyiv, e.g. support the central public transport unit (authority) to manage, monitor and regulate public transport in the City.
