Mortgages in transition economies

Abstract

Mortgage activity in the transition countries is booming. But with growth comes change, and transition countries not only need to ensure a suitable legal environment for established forms of mortgage, but also to have in place rules and institutions that are sufficiently adapted to the latest market techniques. This publication draws on an EBRD survey of mortgage laws in 17 transition countries, giving a comparative overview of progress made so far towards developing an efficient mortgage system and weaknesses that still exist. It also provides broad recommendations on the legal basics for an efficient mortgage system.
